The reception of ship-generated waste at the harbours of the Port of Tallinn is organized by the subsidiary AS Green Marine.

Ships entering the port are charged a compulsory environmental port charge, known as the waste fee, for reception of ship-generated waste. In return for the waste fee, the Port of Tallinn is obliged to accept bilge water, wastewater, refuse, waste containing petroleum products and oil and other ship-generated waste, excluding cargo residues.

In doing so, the Port of Tallinn complies with the requirements of European Union directive on the reception and handling of ship-generated waste and cargo residues, the main goal of which is to prevent marine pollution by reducing the amount of ship-generated waste dumped at sea. The dumping of ship-generated waste at sea can be reduced by requiring all ships to deliver their waste to the port’s waste collection equipments before departure. Pursuant to the directive and HELCOM, ships are obliged to report and to hand over ship-generated waste and the system for charging waste fees must be transparent, fair and independent of the quantity of the ship-generated waste being disposed of.

Reception of ship-generated waste at the harbours of the Port of Tallinn takes place in accordance with the Port of Tallinn ship waste and cargo residues reception and handling plan.

Unlike many other EU ports, the Port of Tallinn also incentivizes ships that have invested into scrubbing equipment in order to reduce sulphur compounds (SOx) in emissions and accepts waste generated by the scrubbers at no additional charge.

 

Environmental requirements in the field of ship-generated waste

  • 2019 – new passenger and cruise ships are now prohibited from dumping waste water into the sea (all wastewater generated must be disposed of in port);
  • 2020 – update to the directive on ship-generated waste and cargo residues (the waste fee must be paid by fishing vessels and recreational craft as well);
  • 2021 – all passenger and cruise ships are now prohibited from dumping waste water into the sea (all wastewater generated must be disposed of in port).
