Port of Tallinn – Estonia’s emerging strategic hub for defence and industry

The Port of Tallinn is rapidly establishing itself as a strategic logistics and deffence hub in Northern Europe. As Estonia’s largest port authority and a Nasdaq-listed company with 67% state ownership, it manages cargo operations, passenger services, domestic ferries, and real estate. In recent years, the Port of Tallinn has increasingly directed its investments toward strategic infrastructure aligned with NATO and EU priorities—supporting energy security, industrial innovation and strenghtening Estonia’s position as a vital enabler for defence mobility.

A critical asset in maritime and national infrastructure

A key highlight is the new multifunctional quay at Paldiski South Harbour, a dual-use facility co-financed by the EU’s EstMilMob initiative. It is designed to support NATO mobility with a 9,000 kN Ro-Ro ramp, deep-draft berths, and a 20-hectare military logistics zone. At the same time, it will function as a logistics base for offshore wind farms, advancing Europe’s green energy objectives.

Meanwhile, Muuga Harbour – Estonia’s largest cargo port – is undergoing expansion with the future Rail Baltic terminal (expected by 2030), enhanced free zone benefits, and integrated green energy infrastructure. Its 76-hectare industrial park is ideally suited for logistics, defence, value added and energy sector companies.

Both Paldiski and Muuga offer ready-to-use industrial facilities, are close to NATO sites, and benefit from government support and a skilled workforce. Estonia’s strategic location combines strong tech expertise with solid logistics and defence infrastructure.
