Port of Tallinn is looking for cooperation partners to develop the areas located in the eastern part of Muuga Harbour

Port of Tallinn is looking for cooperation partners to develop the vacant areas in Muuga Harbour (previously the so-called LNG areas).

Port of Tallinn (hereinafter Port) is interested in the development of a multifunctional loading, handling and storage complex for environmentally friendly fuels and/or other production and logistics complex in the territory located in the eastern part of Muuga Harbour. 

The area to be developed is located in the eastern part of Muuga Harbour, outside the free zone of Muuga Harbour. According to the need and logistics, it is possible to use Muuga Harbour berth no. 33 (length 198 m, depth -10.8 m).

The surface area of the existing site to be developed is 76 274 m2. The area can be expended by a maximum of 67 978 m2 at the expense of the sea. “Detailed spatial plan for the Uusküla liquefied natural gas terminal in Jõelähtme rural municipality” established by Jõelähtme Rural Municipality Government order no. 799 of 26 September 2019 (Detailed Spatial Plan) is in force in respect of the site to be developed.

 


The area to be developed is designated with positions 1, 2, 3 and 4 in the main drawing of the Detailed Spatial Plan:

Pos 1

Planned maximum size of the plot:  91 400 m2
Incl. existing area 46 464 m2
Incl. area to be created by land reclamation from sea 44 936 m2
Intended purpose of use of the plot: production land
Maximum permitted number of buildings on the plot: 10
Maximum permitted land under buildings: 64 000 m2
Maximum permitted height of buildings/storage tanks: 40/50 m

 

Access to the plot is from Nuudi road. Based on the current Detailed Spatial Plan, up to three storage tanks for processing LNG and other buildings necessary for servicing them are planned on the plot.

Pos 2

Planned maximum size of the plot: 23 409 m2
Incl. existing area 3 235 m2
Incl. area to be created by land reclamation from sea 20 174 m2
Intended purpose of use of the plot: production land
Maximum permitted number of buildings on the plot: 5
Maximum permitted land under buildings: 16 500 m2
Maximum permitted height of buildings: 20 m

 

 

Access to the plot is from Nuudi road through the existing access on the Vahetusmaa and Klaukse registered immovables.

 

Pos 3

Planned maximum size of the plot: 14 950 m2
Incl. existing area 12 082 m2
Incl. area to be created by land reclamation from sea 2 868 m2
Intended purpose of use of the plot: production land
Maximum permitted number of buildings on the plot: 5
Maximum permitted land under buildings: 10 000 m2
Maximum permitted height of buildings: 20 m

Pos 4

Size of the plot: 14 493 m
Intended purpose of use of the plot: production land
Maximum permitted number of buildings on the plot: 5
Maximum permitted land under buildings: 10 000 m2
Maximum permitted height of buildings: 20 m

The Detailed Spatial Plan establishes a building right for the construction of a liquefied natural gas (LNG) terminal on the plot Pos 1. If, for some reason, it is not possible or it is not necessary to build an LNG terminal, the plot planned for this purpose can be used as port land – as production land by building warehouses, production facilities, etc. on the plot.

Plots Pos 2, 3 and 4 have been planned as production land. Warehouses, production facilities,  and other buildings can be built on these plots, the construction of which in the port is possible and necessary. If the law requires an Environmental Impact Assessment (EIA) or an assessment of the need for it regarding these constructions or the storage, production etc. provided for therein, it must be done before getting a building permit.

In order to build terminals in the planning area, it is presumably necessary to level shore immovables to a height of +3 metres above the sea level, and it is also necessary to occupy land from the sea, i.e. land reclamation, in order to use the entire planning area.

  2. vision of the cargo to be handled and volumes of cargo, the movement of cargo (types of transport, transport directions, including countries of origin and destination) and the technology used in the handling of cargo;
  3. size and schedule of the planned investment;
  4. project owners/investors.
